Food production and access deteriorated amid economic disruption and environmental shocks. The role of
distribution, international conditions and restricted information must be examined together. Power question: who controlled access to food and reliable information, and what options existed outside the official system? Avoidance question: could earlier adaptation, diversified food access and effective outside assistance have reduced harm? Lab proposal: examine resilience to production and import shocks while acknowledging severe data limitations.
